Signing and Awarding Ceremony for the Carbon Metering Pilot Project Held in Yueyang, Hunan Province

To thoroughly implement the provincial guidelines on establishing a standardized metering system for carbon peaking and carbon neutrality, and to accelerate the construction of the National Carbon Metering Center (Hunan), the Hunan Institute of Metrology and Testing, Yueyang Power Generation Co., Ltd. under China Energy Group, the Electric Power Research Institute of State Grid Hunan Electric Power Co., Ltd., and Changsha Kaiyuan Instruments Co., Ltd. signed a four-party cooperation agreement on the carbon metering pilot project in Yueyang, Hunan Province on April 27. Under this agreement, the four entities will leverage their respective strengths and conduct research on carbon metering data through an intelligent fuel management system, with the Yueyang Power Generation Co., Ltd. serving as the pilot site, thereby providing strong scientific and technological support for achieving carbon peaking and carbon neutrality goals.
At the signing ceremony, Ding Weiping, chairman of Yueyang Power Generation, stated that this pilot project aims to enhance the research and application of carbon metering technologies in key areas related to carbon peaking and carbon neutrality, thereby achieving the national dual carbon goals. He noted that conducting the carbon metering pilot project at Yueyang Power Generation represents the sincere collaboration and shared commitment to high-quality development among the four participating entities, and marks a significant step in establishing a standardized carbon metering system across Hunan Province. Throughout the project, Yueyang Power Generation will fully cooperate in acquiring data from the intelligent coal sampling, preparation and analysis system, conduct in-depth research on carbon emission measurement technologies, and achieve automatic and real-time acquisition of carbon emission data.
Xie Guohong, director of the Electric Power Research Institute,said that during the pilot project, both the practical measurement method and the emission-factor approach based on online fuel-end metering, were used to conduct quantitative analysis and data verification of carbon dioxide emissions from power plants. This project aims to explore an integrated development pathway that combines energy metering, carbon metering, and carbon accounting systems. He believes that the powerful collaboration, focusing on precise control of carbon emissions, will facilitate the transition in Hunan Province from controlling over the amount and intensity of energy consumption to controlling the amount and intensity of carbon emissions, which is of profound significance in promoting green industrial upgrading and optimizing the energy structure.
Following the signing ceremony, Liu, on behalf of the Hunan Institute of Metrology and Testing, presented an award to Yueyang Power Generation, designating it as the “Key Metering Support Unit” and handing over the plaque.
